The video, which cannot be shown for legal reasons, depicts a female driver interacting with a man dressed in a police uniform, identified as “Officer Johnson.” The officer’s face is not visible, but his uniform and a portion of his department patch are identifiable.
The interaction escalates with the female driver offering to show the officer her breasts to avoid a ticket. The video then suggests that Herman touches the woman’s breast.
